I have been monitoring this station over the last couple of years but had been mishearing it as “Nicosia Radio”, however I surmised that it was a maritime radio-telephone station.
its not mysterious , its ” olympia radio ” a greek radio station for boats on short wave ….
I received the same signal at 11.69MHz.
I got a nice QSL letter from them some years ago.
you dont need a license to purchase but to transmit you do. i got my first radio before i got my license,gave me the incentive to get my Technician License.

this is very clearly a marine station. nothing mysterious here.
It’s a Yaesu FT 857 amateur radio transceiver. Cost is around $850 USD and will need a amateur radio license to purchase.

OH! I was surfing on my new SW radio, and there was the weird reappearing/disappearing message that was a pre-recorded spanish kid reading off numbers. I researched it on wikipedia, and it said that it is Cuban spy radio. Pretty creppy if you think about it

This is Olympia Radio. The numbers she is saying are ITU paired channel numbers that they are assigned for ship-to-shore radiotelephone service.
This isn’t a number station.
This is what you would call a “number station”.
Usually recorded data encoded in numerical form and looped for a length of time. May be instructions for smuggling, special ops, or just serving as a beacon of sorts.
